Description
A Framework Agreement for the leasing of a range of commercial vehicles, which will include where required customisation, conversion and associated services in terms of servicing, maintenance, roadside support and repair of the vehicles during the term of each lease (full SMR). The Framework consists of 2 lots one for light commercials (up to 3.5 tonnes) and one for heavy commercials (over 3.5 tonnes)
Lot Division
1 | Light commercial vehicles (up to 3.5t) The Framework consists of 2 lots one for light commercials (up to 3.5 tonnes) and one for heavy commercials (over 3.5 tonnes). May be used by all mainland and island NHS Scotland Health Boards and Special Boards (including the Common Services Agency) and by all entities constituted pursuant to the National Health Service (Scotland) Act 1978 (i.e. all NHS Scotland Health Boards, Special Health Boards and the Authority or other NHS organisations established pursuant to the NHS (Scotland) Act 1978) and any Integrated Joint Boards established pursuant to the new Public Bodies (Joint Working) Scotland Act 2014. Legal Justification
This VEAT notice is to advise the need for modification to meet the additional demands of the Scottish Health and Social Care sector during the Covid-19 pandemic (and recovery of services) to maintain necessary supply and remove unnecessary disruption from the Authority at this time in line with Regulation 72(1)(b) of the Public Contracts (Scotland) Regulations 2015. The priorities for NSS, NHS Scotland and likely those suppliers who would wish to be part of a tender process (due to severe market conditions) have changed, as a result it is a necessary step to delay start of new tender process necessitating a 12 month extension to current framework revising expiry to September 2023. The global market for vehicles is currently suffering severe disruption to an extent that it is understood from supplier and market feedback that a tender process could not be completed at this time. Tender process is planned to commence by spring 2023.
