Description
This Voluntary Ex-Ante Transparency (VEAT) notice relates to a project to establish an agreement for the Supply, Delivery and Commissioning of Air Purification equipment to reduce risk of Covid-19 transmission in Teaching spaces.
Total Quantity or Scope
The University of Aberdeen has a requirement for the Supply, Delivery, Installation and Commissioning of Air Purification equipment to reduce risk of Covid-19 transmission in Teaching spaces. The University has a need to return to normal room capacities to meet on-campus needs whilst taking into consideration the fact that there has been no reduction in the Covid-19 heightened ventilation guidance introduced during the pandemic.

Legal Justification
Negotiated procedure without prior publication. Justification for selecting award procedure: Regulation 33(c)where (but only if it is strictly necessary) for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for open procedure, restricted procedure or competitive procedure with negotiation cannot be complied with. Only through the recent conclusion of a project to fully analyse and review ventilation in all naturally ventilated spaces within the University, combined with no reduction in the covid heightened ventilation guidance introduced during the pandemic, did it become apparent that existing ventilation would not be suitable for campus needs within teaching spaces. While ventilation has been a concern throughout the pandemic period, it was only through conclusion of the project and the fact that Covid 19 ventilation guidance has not reduced that the need to enhance air purification to meet campus needs became clear. That had not been foreseen by the University. With the existing ventilation system, capacity within teaching spaces would be compromised and would not allow timetabling to conclude successfully for new semester.
