Direct award contract for the provision of district heating and hot water to Leeds Combined Court, with a duration of 20 years. The agreement covers Leeds City Council’s responsibilities to excavate roads, install the connection, provide a plate heat exchanger and ensure the connection to our existing internal heating system is installed correctly and provide ongoing maintenance of their network system. Purchasing heat from district heat operators is a key plank in decarbonising the MOJ and HMCTS estates and contributes to achieving the Greening Government Commitments (GGC) and the MOJ’s ambition to achieve net zero carbon by 2050 or earlier.

Legal Justification
The contract is being direct awarded on grounds that competition is absent for technical reasons. There is only one district heating network available in Leeds. This is in accordance with Regulation 32(2)(b)(ii) of the PCR 2015.
