Description
The purpose of the training is to improve understanding of risk in the setting of complex projects forecast of cost and time performance. It is envisaged that the training will address the following headline issues; • A recurring theme across public and private sectors is the time and cost over-runs suffered by complex projects. A major contributor cited is the lack of realism when forecasting resources required to fulfil project outcomes. RCF training will provide attendees with techniques to ‘counterbalance’ cost and time optimism at strategic decision points. • CAAS has a challenge to provide pathways for the development of long-standing estimating and cost engineering staff. The training provides development opportunities to staff across the Capability ‘AWPE’ (Awareness, Working, Practitioner, Expert) spectrum. • CAAS have moved into MoD Finance and the Assurance space there is a need to develop platforms to ensure we have access to timely and relevant data sets.

Legal Justification
Under PCR Regulation 32 b) ii:- Reference Class Forecasting is an approach which provides a ‘counterbalance’ to cost and time optimism at strategic decision points. CAAS has a challenge to provide pathways for the development of long-standing estimating and cost engineering staff. RCF provides development opportunities to staff across the ‘AWPE’ spectrum. As CAAS have moved into MoD Finance and the Assurance space there is a need to develop platforms to ensure we have access to timely and relevant data sets. OGP are the only provider of RCF training. They provide three levels of training from their published brochure; Foundation, Essentials and Certified Practitioner. Subject to approval of this case they are also willing to tailor the training to suit CAAS needs around strategic capability development.
