Description

Team Leidos are proud to be delivering the logistics commodities and services transformation (LCS(T)) Delivery partner contracts (LCS (T)/0001 dated 16.4.2015) on behalf of the UK Ministry of Defence (the ‘Prime Contract’). Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together ‘Team Leidos’). This requirement is subject to the EU Public Procurement Regulations and respective advertising action.

Total Quantity or Scope

The Defence Clothing Team, which forms part of Leidos Supply Ltd intends to award a framework agreement to Hobson & Sons (London) Ltd for The Supply of Ceremonial Leather & Plastic on behalf of the UK MOD. This requirement covers the provision of servicing, maintenance and repair. The framework also includes the option for accessories. The total estimated total value for this framework will be between £635,980.28 and £1,589,950.70, with a total maximum term contract agreement of 21 Months.

Legal Justification

Leidos Supply Ltd will be looking to award a framework to Hobsons & Sons (London) Ltd, under Regulation 32(2)(A) of the Public Contract Regulations 2015, which allows for the use of the negotiated procedure without prior publication “where no tenders, no suitable tenders, no requests to participate or no suitable requests to participate have been submitted in response to an open procedure or a restricted procedure, provided that the initial conditions of the contract are not substantially altered and that a report is sent to the Commission where it so requests;” The reason for this decision is because Hobson & Sons (London) Ltd items are currently used by the customer and have been approved for use. Awarding a 21 month framework will provide supply continuity to the end user, whilst this framework is in place Team Leidos will re-engage with the market.
