Description

Brighton & Hove City Council are releasing a PIN as a Call for Competition. The services required are detailed below. Please note the requirements and procedure for submitting expressions of interest via email, further in this notice. All year local inclusive after school and holiday clubs/youth schemes for children and young people (CYP) with Special Educational Needs and Disabilities (SEND) ranging between the ages of 4 and 19 years. After school clubs to be term time only with the holiday playschemes to be during the Easter and Summer holidays. Overall Aims The overall aim of these services will be to provide: • a safe, recreational place for the children and young people to attend out of school. • allow the CYP to socialize with their peers, whilst being provided with the appropriate level of support, personal care and supervision • a range of stimulating experiences in line with their age, developmental needs and personal preferences. • much needed respite and support to families of CYP with SEND, whom may be under extreme stress and pressure. Quality Standards and essential requirements of Service Provider: The quality Standards to be applied are set out in OFSTED Registration Standards for early years and childcare providers. The clubs will be registered for 24 places of children under 8 years old at each venue to cover East and West areas of Brighton & Hove City. The provider will be responsible for the recruitment and line management of suitable staff and volunteers. All staff must have undergone an enhanced Disclosure and Barring Service (DBS) check. The provider will deliver appropriate staff training programmes, which will include induction and ongoing training programmes. The level of staff to children ratio will not fall below that legally stated. This will be used at an absolute minimum. Contracts Period An initial term of three (3) years from February 2023 to January 2026 with an optional extension period of a further two (2) years 2028.

Services Required: Two term-time inclusive after school clubs (4-16 years); and holiday play schemes (4-11 years) for 6 weeks/year for children and young people with SEN and disabilities. Provision for 2 x one-to-one places per day in each of the 2 after school clubs (in total 20 places per week), and a total of 5 x one-to-one places per day at the holiday play schemes during Easter and Summer holidays (total 6 weeks) - (in total 25 places per week according to support needs and staff ratios) Inclusive holiday youth schemes for SEN and disabled young people (11-19 years). Total of 9 weeks per year to include all school holidays except Christmas. Provision for up to 18 places per day but note that young people's complex support needs may mean fewer places due to high staff ratios being required.
