Description
NHS England and NHS Improvement (NHSE/I) South East (the Commissioner) invites expressions of interest from providers with the capacity and capacity to provide Mental Health Treatment Requirements (MHTRs) across the South East of England.
Total Quantity or Scope
MHTRs form part of the wider Community Sentence Treatment Requirements (CSTRs) Programme which is a partnership between the Ministry of Justice (MoJ), Department of Health and Social Care (DHSC), NHSE/I, Public Health England (PHE) and Her Majesty’s Prison and Probation Service (HMPPS).The CSTR Programme aims to develop pathways to enable and facilitate the increased use of all three treatment requirements:- Mental Health Treatment Requirements (MHTRs)- Drug Rehabilitation Requirements (DRRs)- Alcohol Treatment Requirements (ATRs)ATRs and DRRs in the South East are outside the scope of this procurement, beyond the co-ordination of CSTRs for combined orders. However, there is an expectation that MHTR and ATR & DTR providers will work closely together in the best interests of the service user, especially where it can be identified that a combined order is the best outcome.MHTR in the context of the CSTR programme is intended for the sentencing of individuals convicted of an offence(s) which has crossed the community order sentencing threshold and may be used as an alternative to short custodial sentences for individuals who may have range of mental health, personality disorder and psychological issues/vulnerabilities which do not require forensic or secondary care treatment.The precise scope is to be confirmed, but is likely to include:• Southampton Magistrates’ Court & Portsmouth Magistrates’ Court (Hampshire)• High Wycombe Magistrates’ Court (Buckinghamshire)• Guildford Magistrates’ Court (Surrey)• Brighton Magistrates’ Court (East Sussex)Consideration is being given to the potential lotting strategy, with the outcomes of market engagement being used to inform the final decision.Commissioners are seeking expressions of interest to attend 2 available market engagement events, scheduled to be held W/C 22nd August 2022, one for the Hampshire and Buckinghamshire regions and one for the Surrey and East Sussex regions. Whilst both engagement events will be similar in nature, separate events are taking place to promote discussion of localised opportunities and challenges.We are in the process of confirming specific dates for each event and will notify you of these once finalised, via the Atamis messaging system.Please register your interest by 12:00 (noon) on Thursday 11th August 2022.The aims of the service are to:• Increase the proportion of offenders with mental health issues for whom an effective mental health treatment plan is in place• Reduce re-offending by addressing the underlying causes of offending behaviour• Prevent custodial sentences (especially short ones), by offering robust community treatment options• Provide tailored mental health support to the most vulnerable offenders. Individuals supported by pilot sites included those who suffered from post-traumatic stress, trauma, bipolar, personality and phobia disorders, psychosis and ASDContracts are anticipated to be for an initial term of 3 years, with a possible extension of up to a further 3 years. Services are planned to commence on 1st April 2023 for the Hampshire and Buckinghamshire courts, and 1st July 2023 for the Surrey and East Sussex courts, although this is yet to be confirmed.This Service will likely be commissioned using the CSTR National Operating Framework and MHTR Service Description. Both are attached to this notice and have been made available within the e-procurement system Atamis. Some local tailoring may be made to these documents for this contract, and should be published as part of the final procurement documentation. The ATR and DRR Service Description, and Secondary Care MHTR Requirements have also been made available, however, these are for background information purposes only as both of these requirements fall out of the scope of this commissioning exercise.This exercise is being carried out by NHS South, Central & West Commissioning Support Unit (SCW) on behalf of the Commissioner.This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit NHSE/I South East or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Commissioners are looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations.NHSE/I South East will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in due course.The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
