Description

UK C17 require a reliable, civilian air navigation service provider compliant, near Global coverage SATCOM Data Link capability to comply with developing and extant Global Air Traffic Management (GATM) regulations, provide direct controller-pilot communications, operate within reduced lateral separation airspace, provide increased situational awareness to the aircraft operating authority , improve Command and Communications (C2) and provide means of obtaining meteorological data digitally, all through the use of extant installed avionics systems.

Legal Justification

The Ministry of Defence intends to award a contract to Arinc Incorporated for the estimated value of £284,000.00 ex VAT pursuant to the Public Contracts Regulations 2015 (PCR 2015) using the negotiated procedure without prior publication of a contract notice for the Provision of C-17 Air Traffic Control (ATC) and Operational Control Satcom Data Link Service. This procedure is considered appropriate due to Arinc currently providing the service and have been identified as having the specific technical integration and knowledge skills to successfully deliver the required service. Arinc Incorporated have a complete understanding of the C-17 Data Link requirement. This is further supported by no expressions of interest and/or queries received from the market in response to the Request for Information published on 23rd May 2022 via Defence Sourcing Portal.
