Description
This contract will be awarded via the negotiated procedure without prior publication as an extension of PO 7590- Sierra Leone Secondary Education Improvement Programme (SSEIP), the education programme that MottMacDonald T/A Cambridge Education are delivering.
Total Quantity or Scope
1. DFID Sierra Leone is implementing a programme of support to the education sector — the Sierra Leone Secondary Education Improvement Programme (SSEIP) over the next 5 years, 2016/17 to 2020/21. The SSEIP seeks to support the Ministry of Education, Science and Technology (MEST) to improve learning outcomes for boys and girls at upper primary and secondary level and to increase the enrolment, retention and well-being of girls in school. Additional information: FCDO will be extending the contract beyond the period published in the original Tender and Terms of Reference. The extension period requested is exceeding the limit set in the Terms of Reference and will now end on 31st March 2023.

Legal Justification
A contract amendment will be made to PO 7950 - Sierra Leone Secondary Education Improvement Programme(SSEIP). This procedure will increase the contract value from £43,082,802 to £45,482,802 a total of £2,400,000.00 and provide a 6 months extension from 01 October 2022 till 31 March 2023 in line with the provisions made within Regulation 72, 1 (b) for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor— (i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, or (ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority, provided that any increase in price does not exceed 50% of the value of the original contract; This short extension will allow sufficient time for new services to be procured through competition which consist of similar services in supporting secondary education improvements in Sierra Leone.
