Human Resources and payroll software for 3 councils - Exeter City Council, Teignbridge District Council and East Devon District Council. Teignbridge District Council is procuring on behalf of Strata Service Solutions Ltd - the councils' IT teckal company.
Total Quantity or Scope
2,500 licenses across Exeter City Council, Teignbridge District Council, East Devon District Council and Strata Service Solutions. The contract will be for 3 years. The standard HR management modules will include: - Human Resources Management - Self Service - Mobile - Organisation Charts - Insight Builder - Offboarding - Occupational Health and Safety - Manager Self Service - GDPR - Workflow data publisher - Total Reward statement The payroll modules will include - Payroll management - e-slips and e-P60 - Interactive payslips - LGPS returns - Timesheets and expenses - General Ledger interface Talent Management and Workforce Management modules will include: - Recruitment - Learning - Time and Attendance - Web recruitment - Development - Absence management - Reporting

Legal Justification
East Devon District Council had implemented this Human Resources System prior to Exeter City Council and Teignbridge District Council. As part of Strata Service Solutions' convergence project, Teignbridge and Exeter had the system rolled out 3 years ago. However, due to delays (e.g. COVID), this roll out and inbedding is still happening. Strata Service Solutions Ltd tried to arrange a direct award via a framework, however, Strata would not have been offered the above price if this was awarded through the framework. Therefore, it made commercial sense to direct award outside of the framework.
