Description

This specification covers testing a selection of insulation and cladding materials for internal and external walls to verify their classification as defined by BS EN 13501-1:2018. Description: The Department for Business, Energy and Industrial Strategy (BEIS) Office for Product Safety and Standards (OPSS) is the appointed market surveillance authority, responsible for enforcing the Construction Product Regulations (CPR) within the UK. OPSS will carry out assessments and testing to determine the current levels of compliance in the construction products sector in the UK in line with Construction Product Regulation requirements. This Invitation to Tender (ITT) will cover the delivery of testing on behalf of OPSS, within a specified set of requirements. Potential suppliers are invited to submit tenders covering the requirements listed in this document. This specification covers products which have intended application for internal and external use. Products that are sold as systems or are heterogeneous, with multiple layers are also included. In these cases OPSS may ask that the products are tested as a system, where possible. The test methods applied should follow those set out in BS EN 13501-1:2018 as applicable to the samples and should be done following the relevant standards for each test, including any normative/informative reference standards. All products will be delivered in their default size and shape (generally 2400mm x 1200mm) and will need to be cut to size during testing. Products tested will fall within the A1 - F rating scale but there will be an emphasis on B-D rated products under BS EN 13501-1. Testing shall take place on an ad-hoc basis as samples become available to OPSS, or as the testing requirement arises. The results of these tests will be used to inform future decision making on testing projects. Evidential traceability is an extremely important part of this testing contract so bidders will need to demonstrate they have the necessary procedures in place to ensure a high level of evidential traceability can be achieved. More details of what this might require are provided in the full specification.
