Description
HS2 Ltd is intending to procure a contract for the provision of Built Environment Technical Services (BETS) to deliver a programme of BETS for Phase One, Phase 2a and phase 2b. The purpose of this Periodic Indicative Notice ('PIN') is to invite potential suppliers to participate in market engagement with HS2 Ltd in order to inform the development and finalisation of the proposed procurement and contracting approach. Further information on the intended approach and how potential suppliers can participate in HS2 Ltd’s market engagement exercise are set out in II.2.4) and II.2.14) and VI.3) sections below. HS2 Ltd anticipates publishing a Contract Notice in March 2023 to commence the procurement of the contract and this will be a separate Contract Notice with no linkage to this Prior Indicative Notice.
Total Quantity or Scope
HS2 are seeking the provision of Built Environment Technical Services (BETS) covering the following technical disciplines and requirements (Note following conclusion of the Market engagement, HS2 reserve the right to amend the number of technical disciplines required and also the requirements for each discipline). Arts & Culture - To provide specialist knowledge and consultancy services to the HS2 arts and culture team to support the creation and delivery of route-wide and place-based arts and culture and strategies. Services will include design competition management, communication and graphic design services as well as specialist art and design expertise in creative engagement, sustainability and curatorial services. Urban Design, Integration and Town Planning - To provide multi-disciplined advisory services to support the HS2 Ltd. Urban design & Integration team to cover master planning, site analysis, place branding, public realm design, transport planning, active travel and town planning. Landscape Design - To provide multi-disciplined advisory services to support the HS2 Ltd. Landscape design team to cover integration of external elements such as public ream, access, topography, mass haul, ecology, water management, fencing, archaeology, active travel, horticulture, and maintenance/ management activities. Architecture, Stations and Line of Route - To provide specific architectural advisory services to support the HS2 Ltd. Architects and Inclusive design team with their assurance workload and specific tasks for Stations and Line of Route Structures across the program. This would include head houses, service buildings, accommodation structures, and other Line of Route structures. The activities will include but not be limited to: • Architectural design & Advisory Services (Buildings, Interior and Outdoor); • Architectural feasibility studies, Planning, Mapping, Due Diligence, Option Appraisal, Heritage; • Building Surveys & Facilities condition assessments; • Building services engineering; • Building envelope & Façade engineering • Feasibility studies, Planning, Mapping, Due diligence, Option appraisal, Heritage, • Sustainability, Carbon management , Energy management / Efficiency services, Climate change adaptation advisory services, • BREEAM appraisals. Civil and Structural Engineering - To provide multi-disciplined design advisory services to the team providing engineering support for all HS2 Ltd. buildings e.g, stations, head houses, service buildings, accommodation structures and other Line of Route structures. The activities will include but not be limited to: • Structural & Civil engineering advisory services, • Feasibility studies, Planning, Mapping, Due diligence, Option Appraisal, Heritage; • Sustainability, Carbon management , Energy management / Efficiency services, Climate change adaptation advisory services For these Technical Disciplines, the following grades of Personnel may be required: • Director, Contract Manager, Principal Engineer, Lead Design Consultant, Senior Design Professional, Design Professional, Assistant Designer, Lead Technical Consultant or Professional Lead, Subject Matter Expert/Consultant, Senior Technician, Technician, Junior Technician, Senior CAD Operator, CAD Operator, Administrative and Clerical Staff & Principal Architect Details of the mandated levels of Skills, Knowledge and Experience for each role can be found using the link detailed in section II 2.14 below. ** PREVIEW NOTICE, please check Find a Tender for full details. ** Proposed Procurement and Contracting Approach. 1) It is intended that a contract will be awarded to multiple organisations covering lots once the packaging has been finalised. 2) The contract is anticipated to be awarded for a duration of Four (4) years initial term with extension options for HS2, for up to a further four (4) years, making the maximum term of Eight (8) years if all extension options are exercised; 3) The estimated value of the contract cited in Section II.1.5 is for the full duration of the contract, and is the estimated Total value of the award covering all lots; 4) The proposed Terms and Conditions will be NEC 3 Framework Contract, accompanied by NEC 3 Professional Services Contract, Options A , E & G: 5) Given the scale and wide breadth of the scope of the contract, HS2 Ltd’s preferred procurement route is a two-stage Restricted procurement procedure, under the Utilities Contracts Regulations 2016, however, dependent on the outcomes of market engagement with potential suppliers, HS2 Ltd reserves the right to choose an alternative Procedure; 6) The procurement will be managed via HS2 Ltd’s Jaggaer e-Sourcing portal; 7) HS2 Ltd intends to run the procurement to the indicative timescales below, which may at HS2 Ltd’s sole discretion, be subject to change at any time: • Publish PQQ – Mar 23 • Publish ITT – Jul 23 • Award Contract(s) – Jan 24 • Conclude Contract Mobilisation – Apr 24 Conditions regarding this PIN: 1) This PIN is not a call for competition and is not published to reduce time limits for the receipt of tenders; 2) This procurement will be launched in due course by the publication of a Contract Notice not linked in any way to this PIN; 3) HS2 Ltd reserves the right not to commence any procurement or award any contract in respect of this opportunity; 4) The information contained in this PIN may be subject to change due to the impact of governance, assurance, regulatory changes and/or the market engagement outcomes.
