Description

The Metropolitan Borough of Sandwell wishes to appoint a Contractor to provide accommodation based support services in Sandwell for Victims of Domestic Abuse In providing accommodation-based support to victims of domestic abuse and their children in refuges and other safe accommodation, the Service shall play a key role in assisting the Local Authority in Safeguarding families experiencing Domestic Abuse, discharging statutory homelessness duties, crime prevention and contributing to various strategies, including those aimed at homelessness and domestic abuse. The Contractor shall deliver a minimum of 38 units of supported accommodation and shall address the needs of victims of domestic abuse who have additional specific needs including: - • Service Users from BME/new emerging communities • Service Users with complex needs • Service Users with children • Service Users with a disability • Service Users in employment or training • Service Users who have partners who are working with a perpetrator programme • Men who are victims of domestic abuse • Service Users with pets The Contractor shall source supported accommodation for all Sandwell cases of domestic abuse who are in need of a supported accommodation Service. The Contractor shall utilise the units within this contract and/ or source out of borough services for all Sandwell cases who need to be placed out of Sandwell either for their safety or if there is no availability in the Sandwell services. The Council has a maximum budget of £470,000 per annum for this Service. It is anticipated that the Contract will commence on 1 February 2023 and run for a period of 5 years (end date: 31 January 2028), with an option to extend.

To comply with the public sector equality duties the successful contractor will be expected to comply with the equality and diversity legislation in executing this contract. As a minimum standard the authority utilises the common standard for equalities in public procurement. Under this procurement, the contractor will be required to support the Public Services (Social Value) Act 2012. The contract mainly reflects services currently being provided by existing organisations, and therefore the EC Acquired Rights Directive 2001/23/EC as amended and/or the transfer of undertakings (protection of employment) Regulations 2006 (TUPE) may apply to this contract. TUPE information will be made available to those organisations who complete and return a signed data processing and confidentiality agreement, we request these are submitted at the earliest opportunity through a correspondence on the Intend procurement portal. This opportunity will not be split up into multiple lots. This decision was made because this is a relatively small provider market and a very specific service is being tendered for, meaning that a lotting of areas may lose potential economies of scale and therefore value to the contracting authority. This was also a recommendation following the completion of a needs assessment for the Service.
