Legal Justification
Under the Public Contracts (Scotland) Regulations 2015 33(b)(ii) competition is absent for technical reasons and to protect exclusive rights, including intellectual property rights. Lexis Nexis own the IPR for the library and LexisPSL online research platform. This means the services are only available from this one supplier. LINETS provide access to a wide range of online legal resources to the Scottish Justice sector. This is one of many subscriptions ensuring the Scottish Justice system has the most up to date and relevant information available to them, in order to deliver justice to the Scottish Public.
