Description
The purpose of this Notice is to inform the market that the Hertfordshire and West Essex Integrated Care Board have awarded a contract to Arden and GEM Commissioning Support Unit to provide the DSCRO Service across the Hertfordshire and West Essex footprint. The previous CCGs who have merged into the Hertfordshire and West Essex Integrated Care Board are Herts Valleys CCG, East and North Herts CCG and West Essex CCG. Currently, all three CCGs utilise Arden and GEM Commissioning Support Unit to provide the DESCRO Service. The purpose of this contract award is to bring all 3 contracts into a single contract to support the new ICB organisation.
Total Quantity or Scope
The DSCRO Services can only be delivered by the Commissioning Support Units due to the powers provided to it through the Health and Social Care Act 2012. All CSUs are hosted by NHS England and historically Clinical Commissioning Groups have been appointed a CSU to deliver their DSCRO by NHS England. Continuing with Arden and GEM CSU will provide continuity of service across the Hertfordshire and West Essex ICB. Additional information: The contract is for a 3-year period, starting in January 2023 and ending in December 2026.

Legal Justification
The DSCRO service can only be delivered by the Commissioning Support Units (CSUs) due to its powers provided to it through the Health and Social Care Act 2012. All CSUs are hosted by NHS England and historically CCGs have been appointed a CSU to deliver their DSCRO by NHS England. This means that the services are not typically competed and as there is a very limited market so competition is absent for technical reasons. Under these circumstances a direct award against the Public Contract Regulations 2015 for these services can be justified.
