Description

Luton Council seeks to enable its young people to have choice of area for accommodation and to meet its statutory obligation to young people who are leaving care. The Council needs to ensure these young people are safeguarded and enabled to lead independent and fulfilling lives through the provision of high quality services. The providers will be expected to encourage and actively support each young person to access education, training, employment or apprenticeship placements and the providers will be expected to have good links with colleges and the work place.

Lot Description 1 Multi – occupancy accommodation with intensive Housing management support on site, 24 hours per day, 7 days per week including 5 hours 1:1 additional support per person per week. Young people with low/medium levels of support needs, providing 24/7 staff support on site, including staff waking night and senior manager cover with an in depth knowledge of each of the young people within the provision.

2 Transitional flats. Step down solo accommodation with 12 week support programme (inclusive of 60 hours decreasing 1:1 support). Young people with low/medium level needs including UASC and care leavers aged 18+.

3 Multi – occupancy accommodation with floating support. Young people with low/medium level needs including UASC and care leavers aged 18+.

4 Solo placement accommodation (2 Bed) with intensive 1:1 or 2:1 support on site, 24 hours per day, 7 days per week. Young people with complex needs requiring high levels of support, providing 2 members of staff on site 24/7, waking nights and Senior Manager cover with an in depth knowledge of each of the young people within the provision. Each young person will require intensive tailored support, enabling them to develop their independent living skills. Bespoke support will be provided according to the needs of the young person as identified in their Support Plan.

5 PACE - short-term placements. 1 bed properties. Retained bed available 24 hours per day 7 days per week 365 days per year. Bed to become active on request of Bedfordshire Police to transfer under s38(6)PACE. Active bed to have waking member of staff at all times.

6 Parent and Child - Accommodation for a Parent (mother, father or both parents) who is experiencing difficulties in parenting their own child/ren where the Parent(s) and their baby or young child/ children are placed together.
