Description
THIS NOTICE (VEAT) IS TO EXTEND THE ORIGIANL FRAMEWORK BY ONE FURTHER YEAR UNTIL 27TH JULY 2024 (This extension is only applicable for Lot 1 - Digitising care and operational services, including Electronic Patient Record Systems). The NHS England Health Systems Support Framework (HSSF) was created to support Population Health Management and the delivery of integrated care. HSSF currently have a framework agreement for EPR (Electronic Patient Records), which is due to expire on 28th July 2023. A number of NHS Trusts have already identified, or are in the process of sighting, HSSF EPR framework as a suitable procurement route for their organisational EPR requirements. To support the procurement of these NHS organisations, we want to extend the EPR framework until 27th July 2024.
Total Quantity or Scope
Infrastructure: encompassing EPR and place-based digitalization, local health and care record solutions (incl. strategy, implementation support and infrastructure). The scope of this Lot will include the provision of advice and support on the development and implementation of all aspects of digitizing care records including Electronic Patient Records and provision of clinical systems, hardware, and associated support services.

** PREVIEW NOTICE, please check Find a Tender for full details. ** … To support the procurement of these NHS organisations, we want to extend the EPR framework until 27th July 2024. NHSE consider that the extension of the framework is not substantial within the meaning of Regulation 72(8) in that it does not render the framework materially different from the original framework because the call-offs during any extension will be limited to ones commenced under and within the scope of the original framework. NHSE also consider that the extension, had it been part of the original procurement process would not have attracted other market participants to seek a place on the framework or have allowed other providers to have been selected. In addition as the HSSF call-off contract provisions remain unchanged during the extension there is no modification in favour of any provider. No other changes of scope apply during the extension and no new providers are proposed to be admitted to the framework and therefore there has been no substantial alteration to the framework by virtue of the extension in duration proposed.NHSE consider that extension of the framework is in the interest of both the active NHS Digitisation Programmes and the provider market generally as it ensures that there is wide availability of EPR providers to meet NHS provider Trust requirements. The extension of duration of the framework permits those provider Trusts considering this procurement route (which is one of only two procurement routes nationally endorsed under national NHSE guidance ( https://www.england.nhs.uk/nhs-commercial/central-commercial-function-ccf/procur... ) to undertake fair and transparent competitive procurement processes. The limited extension to this framework provides time for an alternative framework to be established, which will enable wider market access for NHS provider Trusts to the full range of EPR providers. Therefore, following the 10-day standstill period, if the NHS England receives no substantiated objections, the NHS England aims to conclude the proposed framework contract extension with the following suppliers on or after 12:00 noon 16/01/2023.
