Legal Justification
Carrying out a Direct Award will allow procurement resources to be allocated to re-procure other important stores materials contracts. It will also allow a contract to be put into place quickly and reduce the risk of significant non-compliant spend when the current contract expires. The Fusion21 framework provides the best option taking into account fees (1.5%), suppliers and added value. The suppliers on the framework are not ranked and the framework contract allows for a Direct Award to be made having regard to the Council’s business needs and requirements.
