Brief Description of Requirement The purpose of this procurement is to appoint a provider or a consortium of experts to provide an economic appraisal related to developing a prosperous and environmentally sustainable bioeconomy within the UK. This is intended to inform an economic case as part of developing a successful business case based on HM Treasury's five-part business case model to secure potential government investment in developing a precompetitive, multi/inter-disciplinary research and innovation programme that will support the development of the UK's bioeconomy to protect and restore the natural environment and drive clean growth. It is intended that the outputs of this tender will provide a structure and content (for example but not limited to economic costs and benefits of the above that can be readily converted into an economic case as part of a successful business case for securing new public and private investment in establishing a precompetitive multidisciplinary research and innovation programme to address knowledge gaps and advance this area as part of a whole-systems approach.
