Description
The North of Tyne Combined Authority (NTCA) is seeking to establish a multi-supplier, multi-category Dynamic Purchasing System (DPS) for the delivery of Local Business Support Services within the North East area. The primary focus of the DPS will be delivery of business support activities, including those identified in the UKSPF Investment Plans prepared by each of the five accountable bodies (as listed below) and approved by UK Government on the 5th of December 2022; interventions are expected to be bespoke to regional need and designed to reflect the unique mix of assets, sectors and opportunities in the area. The NTCA and other Purchasers listed cannot guarantee the level and spend to be procured via this DPS. The total value of the DPS is expected to be approximately £30m. This DPS will not be the only route to market used by the NTCA and other Purchases listed for delivery of business support services. They reserve the right to select alternative routes to market as required. The DPS is being established for use by NTCA and the local councils of County Durham, Gateshead, Newcastle, North Tyneside, Northumberland, South Tyneside, and Sunderland. The DPS will also be available for use in the future by the proposed new combined authority operating in the North East area (see further details here: North East devolution deal - GOV.UK (www.gov.uk). The DPS is being procured on behalf of NTCA by North Tyneside Council’s procurement team. For the avoidance of doubt however, NTCA are the Contracting Authority for the purposes of this procurement process.

1 | Grant Management Services
This lot is for the provision of grant management services to administer the provision of grants to organisations, including businesses. The nature of the grant will be described more fully in the Statement of Requirement for any particular Call-off Contract. Suppliers are invited to participate in the DPS and participants will be invited to respond to an invitation to tender when a new requirement for grant management services arises. Minimum contract value £50,000 and maximum £1,500,000 Applicants should note that average contract values are expected to be in the median range of this minimum and maximum contract level. The lot value is for the initial 3 year contract term, further funding may be applied for any extension period. |
2 | Consultancy Support / Masterclasses/Expertise
This lot is for the provision of subsidised 1-2-1 consultancy expertise and masterclasses for businesses. Activities will support people to start their own business and support existing businesses to develop and grow. Contract value minimum £10,000 and maximum £1,500,000 Applicants should note that average contract values are expected to be in the median range of this minimum and maximum contract level. 3 | Business Start up and Entrepreneurship
This lot is for the provision of business start-up support activities. Activities sought may include support to beneficiaries from the pre-start or post-revenue stage through the entire business start-up process to help new businesses to start and survive. Activity will include reaching out to the hardest to reach beneficiaries and communities (including those in rural areas), actively promoting the relevance of enterprise and entrepreneurship, developing key skills and capabilities and advising where further support can be accesses. 4 | Business Scale up and Growth
The purpose of this lot is to ensure there is effective support available for businesses at all stages of maturity, enabling them to realise their growth potential. It is important to ensure scaling companies and growing sectors can thrive in the region, through a diverse and high-quality business growth offer that reduces barriers to scale. This will unlock further growth and potential from our growing businesses and key sectors including e.g. digital, health and life-sciences, low carbon and renewable energy sectors, by unlocking private business investment and creating higher value, highly productive jobs through targeted growth support for regional businesses. 5 | Innovation
The focus of this lot is to enable activity that encourages and enables investment in R&D by local businesses, to boost productivity and create new high-value jobs through innovation. 6 | Fund Management Services
The Supplier will be expected to carry out all of the following activities: • obtain all licences, approvals, consents, resolutions, exemptions, filings and registrations required to carry on business in connection with performing Fund Management Services, and for these to be in full force and effect. • develop (where not stipulated) and deliver a Fund investment strategy and Annual Business Plan; • create and maintain financial fund models for fund(s) under management; • implement a comprehensive strategy for identifying future pipeline investment opportunities in line with the Fund’s objectives; • undertake stakeholder engagement and raise awareness of the opportunities that Fund(s) under management provide for businesses. • set up, operate and manage a Fund(s) Contract value minimum £100,000 and maximum, £3,000,000 Applicants should note that average contract values are expected to be in the median range of this minimum and maximum contract level.
