Description
The Secretary of State for Defence intends to enter into a supply contract with Axiom Holographics for the purchase of a Hologram Table for the use by Defence Science and Technology Laboratory (Dstl) Maritime research programme to demonstrate the visualisation of ship information using 3D technology. The duration of the contract will be 14 months and has an estimated value of £135,000 (excluding VAT).

Legal Justification
The Secretary of State for Defence intends to enter into a supply contract with Axiom Holographics for the purchase of a Hologram Table for the use by Defence Science and Technology Laboratory (Dstl) Maritime research programme to demonstrate the visualisation of ship information using 3D technology. The duration of the contract will be 14 months and has an estimated value of £135,000 (excluding VAT). In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for technical reasons. Axiom Holographics is the only supplier of a COTS hologram tables which allows up to 4 users to simultaneously use the table, with multiple perspectives for different users. The ability to have multiple perspectives for different users is an essential requirement for the Maritime research programme use. Based on the work carried out, the Authority's view is that there is no reasonable alternative or substitute exists that could meet this requirement.
