The objective of the Alcohol Testing contract is to supply an on-site point of contact Breath Alcohol Screening Testing System including all consumables e.g. mouthpieces for use within both a custodial setting and in the community by providers of probation services

Legal Justification

The Authority ran a Request for Quotation (RFQ) exercise with the Suppliers who's supplies are currently in place within the Establishments. This is in line with The Public Contracts Regulations 2015, Section 32, Additional grounds relevant to public supply contracts: (5) The negotiated procedure without prior publication may be used for public supply contracts— (b)for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance;
