Description
This Prior Information Notice (PIN) solely relates to early market engagement around the development of a once for Scotland: Type 2 Diabetes Remission Programme. NHS Scotland wishes to notify potential providers about its intention to commence early market engagement in advance of a potential commissioning process to support its emerging Remission Digital Pathway. Operating a Hybrid Model, potential providers will be required to work alongside NHS Scotland care providers to deliver the Type 2 Diabetes Digital Remission Programme. The programme will seek to provide a total diet replacement product alongside a structured intensive intervention programme of support including food reintroduction and weight loss maintenance to people with type 2 diabetes in Scotland over a 2-year period. Potential providers are encouraged to attend market engagement sessions to hear more detail on current plans, and to share insight to further inform these plans.
Total Quantity or Scope
Medical research has demonstrated that targeted dietary intervention for people living with type 2 diabetes can achieve remission when adopting a low-calorie total diet replacement (TDR). It is envisaged that the intensive intervention programme will be a structured dietary and behaviour change intervention, supported by specialist dietitians in weight management and type 2 diabetes services. Operating a Hybrid Model, potential providers will be required to work alongside NHS Scotland care providers to deliver the Type 2 Diabetes Digital Remission Programme. TDR is expected to be with shakes and soups (delivered directly to a patient’s home). A range of digital services (online and/or app-based delivery models) are expected to support the Food Reintroduction and Weight loss maintenance phases with flexibility to allow patients to repeat stages of the intervention as determined by Healthcare professionals. Digital solutions should allow for the monitoring, recording and reporting of food and drink intake, body weight, blood pressure, glycaemic control (blood glucose finger prick testing) daily activities (exercise type/duration/frequency). Digital solution should include emotional wellbeing tools to support self-management activities and allow patient feedback and asynchronous chat between patient and care providers. It is anticipated the programme will be split into three phases; Total Diet Replacement for 12-20 weeks, Food Reintroduction for 6-12 weeks then Weight loss maintenance up to two years. At this stage, the intention is that the programme will support up to 3000 participants per annum. Interested participants are requested to complete the attached Questionnaire. Questionnaires will be reviewed and suppliers may be invited to an engagement session. This will be held on MS Teams over the 15th and 16th March 2023. Time slots with individual suppliers will be allocated accordingly.
