Description
DLUHC is planning a pre-market engagement event which will be held online from 10:00am on Friday 17th March 2023. This will allow suppliers to provide feedback on the requirements and raise clarification questions directly to the project team. Suppliers must express an interest in attending this event no later than 12:00 hours on Wednesday 15th March 2023. This will allow DLUHC to send invitations and provide supplementary information relating to some of the Annexes referenced in the attached specification. ___________________________________________________ The Department for Levelling Up, Housing and Communities (DLUHC) wishes to commission a systems wide evaluation of the Homelessness and Rough Sleeping system, along with the delivery of a Test and Learn project. The budget is up to £14.2 million (£2.2 million for the systems wide evaluation, and £12 million for the Test and Learn project). The Homelessness and Rough Sleeping (HRS) Programme provides funding for programmes designed to end rough sleeping and reduce homelessness. While there is some evidence on the impact of specific funds and interventions delivered by DLUHC, these interventions are delivered as part of a complex system where homelessness and rough sleeping is driven by both structural and individual factors, and service users interact concurrently with a wide range of government and third sector interventions. This overlap, in addition to the national roll out of most interventions, limits our ability to robustly evaluate different interventions in isolation from each other. Scope & Requirements: The study will be divided in two programmes: Test and Learn Programme (£12m); This covers the administration, delivery and research related to the trials programme (programme 1) and System Wide Evaluation (£2.2m) (programme 2).
