Description
Nottinghamshire County Council is seeking a suitably experienced single Provider to deliver Independent Advocacy Services and provide services to support people to have a voice, using a Framework Agreement. The Framework Agreement will replace an existing contract which is expiring and will be available for use by the following Commissioners: • Nottinghamshire County Council • Nottingham City Council • NHS Nottingham and Nottinghamshire Integrated Care Board (ICB) • Nottingham University Hospitals NHS Trust • Nottinghamshire Healthcare NHS Foundation Trust • Sherwood Forest Hospitals NHS Foundation Trust • Doncaster and Bassetlaw Teaching Hospitals NHS Foundation Trust
Total Quantity or Scope
The Framework Agreement will provide the mechanism for purchasing Services across Nottinghamshire and Nottingham City to support people to have their voice heard, feel empowered and involved and maintain their independence. These Services will support people to make choices and decisions about their daily lives and activities along with clear information about options, responsibilities and consequences which will enable them to make informed decisions. This will include Advocacy Services and Co-Production Services. Advocacy Services will support people to have their say in their care, support and/or treatment, help them understand information and empower them to say what they want or need. Local authorities have a statutory duty to provide certain types of Advocacy and this Framework Agreement and the initial Call Off Contracts will ensure these requirements are met. Commissioning organisations may also commission Call-Off Contracts for non-statutory Advocacy Services. Co-production Services will support people to develop the skills and confidence to become involved in the development and delivery of Health and Social Care Services in Nottingham or Nottinghamshire. Bidders must have demonstrable experience of delivering services that are similar in scope and size to those described in this tender and are specifically required to have significant experience of delivering statutory advocacy services. The Framework will operate for a term of five years. In addition to establishing the Framework Agreement the Council anticipates entering into contracts for an initial 4 Call-Off orders, three of which will replace similar current services: 1) Statutory Advocacy Services and the Advocacy Hub 2) Co-production Support Service 3) Relevant Persons Representative (RPR) 4) Learning Disability and Autism (LDA) Programme (formerly Transforming Care Programme) Advocacy Service Additional Call-Off Contracts may replace or be added to the four initial Call-offs during the life of the Framework Agreement to reflect changes to statutory requirements, innovation in practice and levels of need.
