Description
Primary aim is to provide support for vulnerable young people who cannot live independently who are Children in Care aged 16/17, Children in Need aged 16/17 who are homeless and have additional needs, and Kent Care Leavers up to the age of 25 years. In addition the service provides housing related support outreach for those moving on into independent living. The E-beds element of this contract offers the facility of a bed for a one/two night emergency use.

Legal Justification
The Council intends to award contracts without a prior publication of a call for competition to Look Ahead Care and Support, Sanctuary Supported Living and YMCA Thames Gateway, who are the incumbent providers, for a period of 12 months, as the new regulations for the Unregulated Accommodation Sector, which was due to be operational from 1 April 2023, have not yet been published. The new regulations will be underpinned by Ofsted Inspections and will require providers to be registered with Ofsted. The Council is unable to embark on re-procurement of the service, as it awaits the publication of the regulations. It is therefore making a direct awards of contracts for a period of 12 months, enabling it to work with the providers to a locally agreed framework for the YPSAF service, which requires the providers to accept contractual risks in the provision of the service. The Council anticipates that the new regulations will be published in March 2023 and the direct award of contracts for 12 months will enable the Council to understand the full implications of the new regulations and to specify requirements, including budget.
