Description
The Council has an ongoing requirement for the provision of a Maintenance and Emergency Call Out Service for Biomass boilers in 49 of their properties which includes Primary Schools and a Sheltered Housing complex. The Council has made the decision to include the Supply and Delivery of the Biomass Pellets along with the Service and Maintenance of the Boilers to a single contractor which will provide the Council with a turnkey solution to ensure that the biomass boilers operate effectively and efficiently. The contractor was required to demonstrate previous experience in the maintenance of Biomass Boilers with operatives must have certified training on at least two of the boiler manufacturers and agree to carry out training, within one month if successful, on the other boilers located within Council properties. The contractor must have appropriate calibrated equipment and specialist diagnostic software/equipment required to carry out the maintenance works.
Total Quantity or Scope
A Prior Information Notice (PIN) was published on Public Contracts Scotland on 1 July 2022 to gauge interest in the market which resulted in 8 expressions of interest. An Invitation to Tender was then published on 28 July 2022 via Public Contracts Scotland Tender (PCS-T) with the closing date for submitting tenders was 12 noon on Monday 5 September 2022. Tenders were invited on a Price/Quality basis, after being assessed on the relevant SPD criteria as outlined in the contract notice. The following weightings were used to determine the most economically advantageous tender: Quality (Technical) 40 % Price (Commercial) 60 % The successful Bidder was the one which achieved the highest combined Quality (Technical) / Price (Commercial) score. Bidders were required to provide community benefits as part of their bid. They were required to choose from the Council’s menu of Community Benefits to achieve the minimum points (200) required for the contract. Additional information: The successful contractor Alternative Heat Ltd has committed to deliver 290 community benefit points throughout the duration of the contract.
