FMPG are upgrading yard equipment with a small automated/semi-automated panel line.

Total Quantity or Scope

FMPG are in the process of upgrading yard equipment with a small automated/semi-automated panel line. The panel line to meet the following requirements: 1. Panel Line to fit within 85m x 19m footprint. 2. One sided welder, capable of joining 12.75m plates with run off plates. 3. Plate thickness ranging from 4mm to 20mm. 4. Panel size 12.75 m x 20 m. 5. Mounting and welding of stiffeners. Bulb bar, Min size 80 x 5, Max 430 x 20 Angle Bar, Min size 100 x 75 x 8, Max 200 x150 x 15 Flat bar, Min size 80 x 6, Max size 300 x 25 6. Mounting and welding of Web/ T- beams. Min size 120 x 120 x 13, Max 500 x 200 x 20 7. Extraction of welding fumes.

Legal Justification

Prior Information Notice (PIN) was dispatched via Public Contracts Scotland (PCS) on 23/02/2023, with a request for interested parties to register their interest no later than 31/03/2023. No expressions of interest were received by this date. Therefore it has been determined that the appropriate route to market for this requirement is the use of the negotiated procedure without prior publication in accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 32 – Use of the Negotiated Procedure without Prior Publication; - (1) A contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases - b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons - (ii) competition is absent for technical reasons.
