Description
The Council wishes to commission a specialist and highly effective Supplementary Substance Misuse (SSM) Service to meet the changing needs of people in Oxfordshire who are experiencing problems with substance alcohol and drug use. The Service will work alongside, and enhance, existing support and treatment programmes provided by the Community Alcohol and Drug (CAD) Service currently provided by Turning Point, known locally as Oxfordshire Roads to Recovery. The Service will offer the following key service elements in the form of enhanced packages of outreach and support to the following groups as agreed: • Adults experiencing rough sleeping • Adults requiring harm reduction interventions • Adults engaged with criminal justice services • Adults with housing support needs In addition, the Service Provider will also provide a range of harm reduction and clinical consumable products to the CAD Service. The service will address the key priorities in the new 10-year national strategy, from Harm to Hope. Funding for the services as laid out in the specification will be provided from the following grants from the Office of Health Improvement and Disparities (OHID), the Department of Health and Social Care (DHSC) and the Department of Levelling Up, Housing and Communities (DLUHC) and will therefore be subject to annual agreement and variation: • Rough Sleepers Drug and Alcohol Treatment (RSDATG) Grant • Supplementary Substance Misuse Treatment and Recovery Grant (SSMTRG) • Supplementary Substance Misuse Treatment and Recovery Housing Support Grant (SSMTRHSG) The Service Provider shall ensure that SSM Service delivery models are compatible with and enhance existing treatment services delivered in Oxfordshire, and exceptional partnership working with the existing CAD Service will be vital to achieving a joined up seamless approach for Oxfordshire residents. The Service Provider shall demonstrate extensive experience of delivering high quality, safe and effective substance misuse services that cover the scope of services under this contract that meet Care Quality Commission standards to an ‘Outstanding’ level in other local authority areas. The Service Provider will be able to demonstrate significant experience of delivering top quartile performance against the range of Public Health Outcome Framework (PHOF) and will be expected to maintain the current high level of performance for Oxfordshire services, equivalent to the Local Outcome Comparator top quartile performance levels across the successful completion domains.
Total Quantity or Scope

Additional information: Contract value is subject to demand and annual agreement with government departments, but budget for the core services is limited to the following: £1,100,000 Rough Sleeping Services £571,000 SSMTRG subject to annual submission process The Oxfordshire SSMTR Housing Grant allocation for 2023-2025 will also form part of this service. In addition, there is potential for optional additional services, set out in the Specification, subject to funding availability. Allowing for all potential extensions, pilots and statutory inflationary elements, the potential value over the 5 years could be up to £20,000,000 although this is not guaranteed and does not have funding allocated at this time.
