Description
NHSBT have a requirement to appoint a provider to assist them with a project (initially funded by the UK Ministry of Defence) into the manufacture and use of dried plasma (“Project”).
Total Quantity or Scope
The Term of the Framework Agreement shall be four (4) years from the Commencement Date and may be extended provided that the duration of the Framework Agreement is no longer than six (6) years in total. The scope of the Framework Agreement covers all Equipment, Consumables and associated Services required by NHS Blood and Transplant (NHSBT) for a UK Derived and Manufactured Dried Plasma Component. The Framework Agreement covers all stages of the project, including Clinical trials, Field trials (with UK Ministry of Defence) and Routine/ civilian use; although each stage is subject to separate approvals, to proceed to the next stage. A new call-off contract will be awarded to the successful supplier (Velico Medical) at each stage.

Legal Justification
NHSBT have a requirement to appoint a provider to assist them with a project (initially funded by the UK Ministry of Defence) into the manufacture and use of dried plasma (“Project”).NHSBT instigated a tender for the appointment of a provider utilising the Open procedure pursuant to Article 27 of the Public Contract Regulations 2015 (“PCR”) (“Tender”).NHSBT only received one bid (from Velico Medical) that complied with the specification for the Project.NHSBT terminated the Tender and undertake a procurement under Article 32 of the PCR; which is the “Use of the negotiated procedure without prior publication”.NHSBT did not make any material amendments to the specification or other tender requirements; the negotiation focussed solely on commercial aspects (i.e. the price for Equipment, Consumables and associated Services)
