Legal Justification
Following market evaluation around taking into consideration Protection, maneuverability, maintainability, and support; Sussex Police has concluded that only the Plasan Sandcat, which would be provided by Ricardo as the sole UK supplier, Meets the operational requirements for the 1 vehicle required by the force. This is due to the following requirements: Armor Certification: the manufacturer must be able to provide an audit trail for the testing of the armour supplied with the vehicle and for any replacement panels. Visibility: the purchased vehicle must be right hand drive and be capable to being driven by one person without a vehicle commander or driver aids to cover blind spots to ensure the safety of vulnerable road users. The vehicle mush also be fitted with driver aids which enable the driver to have full sight of any blind spots and incorporating a reversing camera. Size: the vehicle to ensure the vehicle is able to be used in urban areas the vehicle must not exceed the following size hight of 2500mm, length of 6000mm and a width of 2000mm. Maintainability and Support: to ensure that the vehicle is serviceable with the availability of replacement parts for the duration of its anticipated 20 year life span the protected vehicle must be constructed on a commercially available base vehicle which is then converted. The vehicle must be supplied capable to carrying out OEM recalls on the base vehicle and remedying production faults and build modifications in the UK. Noise Levels: The noise level within the vehicle shall not exceed the lower exposure action value as stipulated in the Control of Noise at Work Regulations 2005. (Current levels are 80dB(A) to 85dB(A) & 135dB(C) to 137dB(C) Peak Sound Pressure)
