Legal Justification
The direct award is also compliant with the Public Contract Regs (reg 32): (i)competition is absent for technical reasons, - Oracle are the sole suppliers of Oracle licenses and therefore quotes cannot be obtained from other suppliers. (ii)the protection of exclusive rights, including intellectual property rights, there is no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. The authority has carried out a research and followed its internal approval process.
