Description

Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to the Provision of an Advocacy and Independent Visitor Service for Hertfordshire Children and Young People.The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council.

Total Quantity or Scope

Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to the Provision of an Advocacy and Independent Visitor Service for Hertfordshire Children and Young People.The Advocacy Service is for eligible Children and Young People (CYP) and provides independent advice and support to ensure that CYP are empowered to participate in and have their wishes and feelings at the centre of decisions and processes that will affect them or their care or support. The Service shall be provided to Children and Young People aged 0-18 years who have the appropriate understanding to be able to use the advocacy service. The advocacy service will be made available to the following cohort and age range:• Children In Need up to 18 years of age and children subject to Child Protection Plans up to the age of 18. • Children Looked After up to 18 years of age. • Disabled Children up to 18 years of age. • Children looked after making or intending to make a complaint under Section 24D or 26 of the Children Act 1989Further details are in the PPME document.
