Legal Justification

Directive 2014/24/EU, Article 32, part b/(II) - competition is absent for technical reasons; A reliable internet and fixed telephone connection are essential for smooth Post's operation. TELECOM ITALIA SPA (TIM) is still the owner of the telephone lines and is the only supplier able to provide services needed. In the properties where alternative providers can deliver the services an open Request for Quotation process is followed to ensure value for money.
