***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the CCS Heat Networks and Electricity Generation Assets (HELGA) Dynamic Purchasing System (RM3824) - Service 1 Energy Design, Advisory and Technical Services - Climate Change BEIS was seeking, to bring in independent, expert consultancy support to conduct this review of the existing landscape of standards (either in use or development) for the Monitoring, Reporting and Verification (MRV) of engineered GGRs to support the policy objectives outlined above, including to inform policy design of MRV protocols for GGRs, which in turn will help to support the robust design of a potential business model for engineered GGRs and integration of these GGRs into future emissions markets. It will also inform how HMG's approach to MRV could interact with international and private sector action. The scope of this project aligns to the scope of the GGR business model as well as considering interactions with the Industrial Carbon Capture (ICC), Waste ICC and Power BECCS Business Models. The aims of the study are set out below: 1. To conduct an objective assessment of the activities that should be part of any MRV regime for a GGR process. 2. To develop a map of the landscape of existing GGR-relevant standards (or those in development). 3. A suitability review of these standards for use by HMG against our objectives in this policy area, including their efficacy, deliverability, scope, and interactions with existing policy (for example, the Low Carbon Hydrogen Standard). 4. Where relevant, considerations on the deliverability implications of relying on any of these standards to set a definition and standard for a negative emissions credit that could be rewarded through HMG's business models for negative emissions and future negative emission markets. This project is for research purposes and does not necessarily indicate a direction of travel from government in respect of developing GGR MRV in the UK. However, it will help to inform the government's future policy, building on the recent consultation on GGR Business models, which includes considerations for MRV for GGRs.
