Legal Justification
The Council put in place, via an open tender process, a standing list of approved suppliers of agency staff. The approved suppliers were approached to fulfil this requirement, but due tot he specialist nature were unable to do so. The Council engaged directly with specialist suppliers and selected supplier was able to meet the need.
