Description

North Ayrshire Council (the Council), on behalf of the North Ayrshire Drug & Alcohol Recovery Service (NADARS) is seeking a suitably qualified Service Provider to deliver an alcohol and drugs prevention, early intervention and support service. The service will be delivered to individuals with substance misuse issues, aged 16 years and over and to family members or carers affected by an individual with substance misuse issues. The contract period will be 3 years with the option to extend for up to a further 24 months. The contract will be let under North Ayrshire Council's Terms and Conditions of Contract for Health and Social Care Services.

Total Quantity or Scope

The service will be delivered across the 6 locality areas of North Ayrshire (including the islands of Arran and Cumbrae). Service delivery is anticipated to be delivered in three categories: 1) Prevention is defined as a range of services aimed at preventing, delaying or reducing the negative consequences of substance misuse such as health and social harm. Includes identification of individuals, education and prevention with an emphasis on peer led recovery. 2) Early Intervention is defined as a range of services aimed at intervening at an early stage in order to prevent the development or escalation of problems in the future. Includes Brief Intervention and psycho-social support. 3) On going recovery support for individuals, carers and families. Eligible individuals will be aged 16 years and over who have addiction issues that include alcohol and/or all types of drugs and who are ordinarily a resident of North Ayrshire. Additional information: The contract may be extended for up to a further 24 months.

The services must be of a similar value, size and scope. Unsatisfactory experience will result in exclusion from the tender process. Bidders must also provide 2 satisfactory references for the same 2 contracts on the reference templates provided. References should be completed and signed by previous customers for contracts of a similar value, size and scope. If any of the referees score the bidder less than 2 the bidder will be excluded from the tender process. Completed experience and reference templates must be zipped and uploaded at question 4C.1.2 of the qualification envelope. Bidders are required to confirm whether they intend to subcontract and, if so, for what proportion of the contract. Bidders who intend to subcontract more than 25% to any individual organisation must ensure the SPD (Scotland) - Subcontractors Supplier Response is completed and uploaded at question 2C.1.
