The overarching aim will be to help improve access to treatment for people who sleep rough in London. The emphasis is on supporting steps that improve the person’s readiness to access a substance misuse treatment and recovery service. The Service delivers support to people who seep rough who are referred for help. The referrers in the first instance will be London LAs but additional referral routes may develop over the life of the project.

** PREVIEW NOTICE, please check Find a Tender for full details. ** This Modification Notice is intended to inform the market of the Mayor and Commonalty and Citizens of the City of London, the Contracting Authority, of its intention to award a further extension of the contract with the current provider, Phoenix Futures expiring on the 31st of August 2023. The Contracting Authority is satisfied the variation outlined below is permitted in accordance with Regulation 72 (1) (c) of the Public Contracts Regulations 2015. The Contracting Authority issued an Invitation to Tender for a Pan London homeless Substance Misuse Engagement Team (subsequently named RhEST) on behalf of the Pan London Substance Misuse Treatment Programme. The role of the RhEST team is to address barriers to engagement in treatment and recovery, with a focus on individuals who are sleeping rough. The contract procured formed part of a larger project and was advertised under the Open Procedure in accordance with the Light Touch Regime and included a variation to increase staffing capacity from 1.1.23 until 31.8.23. The Pan London Substance Misuse Programme for people who sleep rough/at risk of sleeping rough is wholly funded by central government Rough Sleeping Drug and Alcohol Grant – RSDATG. This service within the Programme was tendered in 2021 and subsequent award of an 18-month contract (12 months plus 6 months optional extension) to Phoenix Futures and named “Regional Homeless Engagement Substances Team (RhEST)” was awarded on the 1st of March 2022. There was no blueprint for this service and demand for the service was closely monitored during the early part of the contract. Due to successful Service mobilisation, there was an exceptional increase in demand that could not be met by the current staff capacity and contract price. The RhEST team has been successful and achieves all key performance indicators set. There has been increasing demand by people who are sleeping rough/at risk of sleeping rough and professionals who refer into the service for access to the team. This resulted in a need to increase staffing capacity to meet demand and avoid unmet need accumulating.
