Description

Buckinghamshire Adult Learning (BAL) is a service area within Buckinghamshire Council (the Council), which has a contract funded by the Department of Education (DfE) to deliver a three-year Multiply project across Buckinghamshire. Some of this project will be directly delivered by BAL but, in order to fully use Buckinghamshire’s Multiply funding allocation and address all the chosen interventions of the Council, it will sub-contract part of this delivery. This enables BAL to deliver to targeted residents and in geographical areas that it would otherwise be unable to reach. The numeracy education to adults is delivered in five different course types called interventions: a) Increase confidence with numbers b) Help people use numeracy to manage their money. c) Numeracy skills required in the workplace. d) People who can’t apply for certain jobs e) Hardest to reach learners (groups identified as in need)

Total Quantity or Scope

This is a procurement exercise undertaken in compliance with the Light Touch Regime. Bidders are invited to apply for an Approved Providers List, within which a mini-competition exercise will be carried out to award contracts for the delivery of the services. Contracts were awarded to the first ranked bidder for the intervention their bid for. Where the demand cannot be fulfilled by the first ranked bidder, the second ranked bidder would be awarded the remaining demand, and so on. This procurement falls under the Light Touch Regime (Education and training services), where a selection process will admit bidders to an Approved Providers List. Admitted bidders are then invited to a Mini-competition exercise. The bidders offering the most economically advantageous tender would be awarded the contract.
