Description
UK Research and Innovation (‘UKRI’) is seeking to establish a contract to supply electricity via direct wire solar Power Purchase Agreement (PPA) for the Science and Technology Facilities Council (‘STFC’). A contract of up to 25 years to supply electricity is being sought via direct wire due to grid capacity limitations at STFC’s Rutherford Appleton Laboratory in Harwell, Oxfordshire.
Total Quantity or Scope
UKRI is seeking to establish a contract to provide electricity via direct wire (behind the meter) solar PPA for the STFC. Direct wire is sought from a supplier who is able to secure land within 5km of the site in Harwell, Oxfordshire, who has a demonstrable expertise in solar power, and who can manage the full end-to-end process, including all planning permissions, system development etc. Before any PPA can commence, a feasibility project stage will be undertaken to determine viability of the project.

The procurement was undertaken via the use of Crown Commercial Services (CCS) fully compliant Heat Networks & Electricity Generation Assets (HELGA) DPS, with a call-off competition run in accordance with the DPS rules and process.

The potential Contract is for a maximum of £46,000,000 throughout the lifetime of the Power Purchase Agreement. A feasibility project stage will commence to determine the viability of the PPA in meeting the requirements. If it is decided the project is not viable, then the PPA will NOT proceed.
