Legal Justification
Changes to contract were necessary to enable the council to respond to both COVID-19 and new legislation and are all for activity broadly covered in the KIDAS specification. The variations, made as a result of COVID-19 and the DA Act have been assessed under PCR Reg 72 (1) (c) criterion. They do not exceed 50% of the original contract value, it is justified that unforeseen circumstances have necessitated such modifications and the modifications do not alter the overall nature of the contract.
