Legal Justification
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons Within Scotland a gap has been identified in the provision of early detection of cancer since the CRUK Clinical Engagement Team’s programme closed at the end March. Scottish Government have recognized that additional resource is required to fill this gaps. There is a need for ongoing education around existing guidelines and also for a mechanism to educate widely and with pace when guidelines change as is likely as we recover from Covid. There is also a need to ensure cancer education is available across the whole pathway so that personalised care and support can be offered to enable the best possible outcomes and patient experience. Education across the whole pathway can help to reduce the burden on primary care professionals if non-clinical issues are identified early and patients are signposted to local community-based services (e.g. Improving the Cancer Journey (ICJ) services or other third sector organisations). NHS Education for Scotland (NES) have been commissioned to provide the most cost effective resource to fill the gap required in learning that can be easily accessed by a wide range of primary care staff. The requirements of the project have been scoped and during this process Gateway C has been identified as a current source of learning provision for both England and Wales with learning materials being developed in collaboration with NHSE. It is believed that this is the only provider of the full suite of learning materials required to roll out a programme of learning across Scotland in the timeframe required. NES have also looked at producing similar learning materials in house but the indicative cost is far higher than procurement of the Gateway C platform of learning materials. The use of this platform of materials would also mean equity of access to health professionals across the UK who can access the materials for free at point of registration. No other providers have been identified that host materials developed by recognised health professionals with all of the required learning materials in one place.
