Legal Justification
The procurement falls outside the scope of application of the regulations. The Contract was competitively let using the G-Cloud 13 framework (RM1557.13). A technical and commercial evaluation was completed following the return of the one shortlisted supplier. The winning call-off supplier provided the most technically and commercially appropriate service. This is the process described under the G-Cloud CCS commercial policy and guidance.
