Description
Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board (the 'ICB') historically had a mixed Continuing Healthcare (CHC) operating model, with the Berkshire West CHC Service managed in house by the ICB whilst Buckinghamshire and Oxfordshire CHC Services were managed by Oxford Health NHS Foundation Trust as an outsourced function. Following the cessation of the normal CHC functions during the peak of Covid-19 a backlog of CHC and Funded Nursing Care (FNC) reviews has built up. In view of this, the ICB sought to commission additional external support to help reduce the backlog of reviews within the Buckinghamshire and Oxfordshire CHC Services. This procurement was split into two Lots by area. The contract has been awarded to UB Healthcare Ltd for Lot 1 (Oxfordshire). The total value of the contract for Lot 1 is £124,900 for the initial 4 month contract term, with a maximum contract value of £124,900 including the optional 2 month extension. The contract has been awarded to Carehome Selection Limited for Lot 2 (Buckinghamshire). The total value of the contract for Lot 2 is £220,000 for the initial 6 month contract term, with a maximum contract value of £220,000 including the optional 4 month extension. Both services commenced on 14th August 2023. This procurement was carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but are instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). The contract value of this procurement is under the Light Touch Regime threshold and therefore the rules of this Regime do not apply.
