Description
Sport England is seeking to vary the SE1051 Active Places contract with Atkinsrealis UK Limited to include additional services valued at £507,074. Active Places, the national sports facility database and its user interfaces, underpin the strategic planning of sports provision in England. Mapping and geospatial analysis within Active Places, and wider Sport England systems, are provided by an associated geospatial infrastructure which supplies both data and geoprocessing (i.e. routing/catchment, geocoding, proximity) services. To support Sport England's new strategy, Uniting the Movement, and growth in Place-Based working, we are seeking to reshape, realign and redevelop Active Places and its allied GIS infrastructure to ensure the organisation and wider sector can fully leverage the benefits from the sports facility data held in Active Places and Sport England's other corporate spatial data holdings. Sport England advertised and awarded this contract in December 2022 via Digital Outcomes and Specialists 5. This is a voluntary notice, for transparency, prior to the variation of that contract.This brings the total value of the contract to £1,633,905.

Legal Justification
This procurement was advertised and awarded via Digital Outcomes and Specialists 5, a Crown Commercial Services framework, and does not require publication in Find-a-Tender. Award was following a competitive procedure through the Digital Marketplace. This is a voluntary transparency notice. Additional works and services have been become necessary in the delivery of this contract. A change of supplier would not be practicable (for economic, technical and interoperability reasons) and would involve substantial inconvenience and duplication of costs. The additional requirements are a function of a) the requirement, identified during project discovery, for a highly configurable APDP implementation, and b) associated additional complexity which demands highly skilled developers (senior resources) within the team. Continuation with the appointed supplier ensures that product knowledge and familiarity with the development approach can be leveraged and implementation velocity maximised. Extension of the existing solution has been identified as carrying significant risk and financial overhead. This approach is supported by commercial assessment of the original digital marketplace responses.
