Description

It is a statutory requirement as a Local Authority to regularly review and assess air quality in our area under the Environment Act 1995. Local Air Quality Management (LAQM) is a statutory process by which we as a local authority monitor, assess and take action to improve local air quality (https://laqm.defra.gov.uk/). South Cambridgeshire District Council (SCDC) is a rural district undergoing a significant growth. Future developments are to be largely residential and reliant on road-based transport for travel and commuting to the city, London and the surrounding area. SCDC operates three automatic monitors all with Nitrogen Dioxide (NO2) and Particulate Matter (PM10 and PM2.5) monitoring equipment. The details of the existing three Monitoring Stations are as follows; • Site 1 - Impington A14 Site (accessed Via Woodhouse Farm Cambridge Road Impington Cambridgeshire CB3 9NX) Equipment: o Thermo 42iq NOx analyser with IZS (Purchased 2021) o Thermo 1405F PM2.5 single channel analyser (Purchased 2021) o Eberline BAM (FH62) - PM10 analyser • Site 2 - Northstowe Site, Station Road Longstanton Cambridgeshire CB24 3DS Equipment: o Thermo 42iq NOx analyser with IZS (Purchased 2021) o Thermo 1405DF PM10/PM2.5 dual particulate analyser (Purchased 2021) • Site 3 - Harston Site, High Street, Harston Cambridgeshire CB22 7QT Equipment: o Thermo 42iq NOx analyser with IZS (Purchased 2021) o Thermo 1405DF PM10/PM2.5 dual particulate analyser (Purchased 2021) All instruments will be out of manufacturers warranty at the start of the contract. Site keys will be provided to the winning contractor for all sites at the start of the contract. The Council is seeking contractors to provide a reactive and proactive maintenance regime for the three monitoring systems as described above. These systems typically run 24 hours a day, 365 days a year and therefore having a maintenance contractor that is able to react to breakdowns in a timely and efficient manner and undertake regular maintenance is necessary to maximise the data collection and long-term performance of the equipment. It should be noted that all data management services, including the provision of SIM cards and modem, are undertaken by others and are specifically excluded from this contract.
