Description

Gowling WLG wishes to appoint a key sub-contractor (subject to CCS approval) to support its delivery of legal services relating to a public inquiry opportunity which has arisen under Lot 1 of the Crown Commercial Service Legal Services Panel RM6179. We require the bidder to provide details of the following: (Please provide a response within 2 pages of A4) 1) experience, knowledge and understanding of delivering key legal services to public inquiries, including experience acting as Solicitor/Deputy Solicitor to the Inquiry and leading inquiry teams or inquisitorial projects of an equivalent nature. 2) experience in the last 5 years of providing support to a public inquiry (or equivalent inquisitorial process), including leading a legal team, working with Counsel to the Inquiry/Inquisitorial process. 3) Please outline your experience within the last five years of managing such a project where a criminal investigation is running alongside the project and experience of dealing with victims of unlawful killing, their families and lawyers. 4) the capacity and ability, including how much time each grade is able to provide to the project, to provide a number of staff at varying grades and levels of experience to support the delivery of legal services;

5) the ability to work collaboratively with stakeholders involved in Inquiries, including witnesses, Core Participants and Recognised Legal Representatives. 6) Please provide details of your hourly rates at Partner, Legal Director, Senior Associate, Associate, paralegal and any costs draftsperson. The appointed bidder is expected to hold ISO 9001 (QMS), ISO 22301:2019 (Business Continuity), ISO/IEC 27001 (Information Security Management Systems), ISO/IEC 27002:2013 (IT), ISO/IEC 27031:2011 (IT) and ISO 22313:2020 (Security) certification or equivalents, and Cyber Essentials Plus. The appointed bidder will be required to contract with Gowling WLG, subject to satisfying our procurement Onboarding process and checks, including any required Framework Agreement of the terms Gowling WLG RM6179 CCS Framework Contract. This shall include delivering services on such rates and discounts as Gowling WLG may agree from time to time with CCS, supporting its social value commitments to CCS and promptly providing management information requested by Gowling WLG. Any appointment by Gowling WLG is subject to final approval by CCS.
