Description
The Award is for delivery of a nationally funded Start For Life (SfL) Workforce Pilot within Cambridge Community Services (CCS). CCS will provide a structure of clinical, and non-clinical staff who can support families within the Norfolk Western locality with face to Face appointments. Delivery will be designed to support both antenatal service delivery, and mandatory checks up to and including the age of 2.

Legal Justification
Direct award process A must be used when all of the following apply: • there is an existing provider of the health care services to which the proposed contracting arrangements relate • the relevant authority is satisfied that the health care services to which the proposed contracting arrangements relate can only be provided by the existing provider (or group of providers) due to the nature of the health care services The Start for Life Workforce Pilot exists as an enhancement of the current Health Visitor led Start For Life offering. The pilot seeks to broaden the workforce, supplementing the existing provision with a new Band 3 and Band 4 workforce, and Band 7 Clinical Management staff. These staff will continue to work within the existing Start For Life framework. Cambridge Community Services (CCS) are the existing and only provider of such services in Norfolk and as such are already responsible for delivering within the provision to which the Workforce Pilot relates. Contractually, CCS are already responsible for the delivery, including the recruitment of the Health Visitor resources and there are no other providers of Health Visiting services in Norfolk. The monies from central government have clear definition requirements that the Workforce Pilot will only be able to target specific family and child cohorts and success criteria for the Pilot, requires data sets spanning multiple, overlapping service providers within the same service.

This award is under the Health Care Services ( Provider Selection Regime) 2024 - Direct Award Process A. The values in this notice are the minimum and maximum that maybe needed during the life of this pilot contract. This is a direct award under Direct Award Process A of the Health Care Services ( Provider Selection Regime) 2024. This contract concerns additional monies for a workforce pilot in health visiting services. As Cambridge Community Services NHS Trust hold the contract for Norfolk for the Health Visiting Service there is no other provider that can undertake this pilot.
