Description

Ofgem requires three different workstreams to be investigated further by a supplier: 1. Fraud Risk Assessment - The counter fraud team have undertaken several detailed Fraud Risk Assessments(FRA's) for Ofgem's schemes however need to work on the thematic FRA that covers the high-level fraud risks for the Delivery and Schemes directorate. A thematic FRA will need to be drafted that draws on the scheme-level FRAs and considers the wider fraud risks environment that the Directorate operates in. A review of scheme-level FRAs will be needed to support this work. 2. Fraud Reporting - Ofgem currently reports a range of fraud metrics both internally to senior leaders and externally to different stakeholders (PSFA, DESNZ etc) but do not currently have an established process that automates reporting or provides a single source of the truth. Support is needed to consider which fraud related metrics should be reported on internally using the data currently available within Delivery and Scheme, what additional data would be required to allow better reporting, and how Ofgem can better approach external fraud reporting to support a potential deterrent to fraudsters. 3. Learning and Development - Ofgem currently needs a better way of quickly and effectively training staff to run compliance processes and investigations.

This work relates to three schemes across supplier compliance, namely, Renewable Obligation (RO), Feed in Tariff (FIT) and Warm Home Discounts (WHD). To undertake this work the supplier will need to develop an understanding of the schemes, the processes that are in place and the approaches that are used. Support is needed to develop training and onboarding resources, plans, and packages, including a strategy and approach to training and onboarding and training/onboarding materials for each scheme.
