Total Quantity or Scope
This is a Voluntary Ex Ante Transparency (VEAT) notice directly awarding a 3 + 2 year contract for the provision of a road safety suite of services which include: Access to a data portals which links to: • Profiling of regional road safety issues using collision data, trends and other appropriate sources. • Improving understanding of 'who' is involved in accidents and identifying hotspots in the district. • Related risk analysis and reporting. • Creating relevant reports to identify current and future emergent issues. • Specialist guidance and advise around variety of related road safety themes. • Stakeholder engagement with partners, emergency services and other groups. • Educational packages developed alongside council officers specifically meeting our area profiling requirements. In addition to the road safety software (Acuity Suite), the supplier provides professional expertise to the road safety officers and the wider transport team: • to help identify the causes of problems • to help develop solutions to those problems • Access to evaluation and monitoring expertise to ensure effective and efficient objectives are met.

Legal Justification
This Voluntary Ex Ante Transparency (VEAT) notice directly awarding this contract without prior publication is due to the council being unable to identify any suitable alternative provider of the system and service. The contract will allow the Council to continue its vital road safety work and meet its statutory duty under section 39 of the 1988 Road Traffic Act, 'to take steps both to reduce and prevent accidents'. Accordingly, it is considered that the proposed award of a contract to Agilysis is in accordance with paragraph 2(b) of Regulation 32 of the Public Contracts Regulations 2015 (EU Directive 2014/24/EC).
Other Information
The Council intends to award the contract following expiry of the ten days standstill period. The anticipated contract award date shall be 8th March 2024.
